How to Get an International Driving Licence in Pondicherry

If you are planning to drive your trip from one place to another, especially which involves borders it is mandatory to hold an International Driving Permit.

What is International Driving Licence?


The International Driving Licence, also known as International Driver's Permit (IDP)  is a document officially translated into 10 different languages holding information like your full name, relevant driver information and photo granting  access to drive your motor vehicle legally while abroad. It has been recognized by most countries as an official document allowing you to drive.

It is important to note that International Driving Permit (IDP) is different from government-issued driver’s licence. Hence while driving it is important to carry both IDP, passport and your driving licence when abroad. Also, to travel abroad you should obtain your IDP in the same country that has issued your driver’s licence. For example, Pondicherry driving license holders who are gone to other countries on work permit or short stay should get their IDP issued from Puducherry Government for travelling abroad. The validity of this permit is for one year.

Why do you need an International Driver's Licence?


It is necessary to get an international driving permit to drive within the borders of certain countries. Getting your IDP means you are legally covered to drive in many overseas countries as many trips you want within a period of one year. Also, it helps in communication issues as the IDP is been translated into 10 different languages.

How to get an International Driver's Licence?


For to get an international driving licence in Puducherry, Pondicherry city, you should get a permit to drive a motor vehicle in other countries by visiting the Puducherry Police Department or its website.

In there, you will find the application [ Download the Form 4a here - print and fill it]  and the necessary details like name, address, DOB, qualification, identification marks, etc to be filled for applying international driving licence.

You will need,

  • to enclose four copies of your recent passport size photograph.
  • to enclose the copy of driving licence number along with date of issue and validity.
  • to enclose a medical certificate as given in Form 1A - Download the medical form here  (print and fill it)
  • to enclose an attested photocopy copy of the following - Indian Passport , Driving Licence, Visa, Air Ticket, Ration Card, Voters ID Card, Medical Certificate and Licence Rules of the country proposed to visit.
  • Non Conviction Certificate if necessary ( for persons who stayed more than 15 days aboard).
  • and pay a fees of Rs. 500/-  along with the recent driving test scores (or it is a must to have a re-test if the Driving Licence issued is within three months.)

Step by Step Procedure on How to Apply for a PAN Card Online in India

PAN card has become mandatory whether you work or not. Apart from being used for financial transactions, it also serves as an identity proof.

Permanent Account Number, abbreviated as PAN is a 10-digit unique alphanumeric identity allotted to each taxpayer by the Income Tax Department under the supervision of the Central Board of Direct Taxes in order to track financial transactions and to prevent tax evasion.

How to apply for a PAN ?


Step 1 - Opening the Form


You have to fill in the form - Form 49A (or) Form 49AA by visiting this website https://tin.tin.nsdl.com/pan/ for applying for NEW PANs.

You will see a page like the above, in there click NEW PAN Form 49A which opens a new window "Application for a New Pan".

In that click 'Online Application for New PAN (Form 49A)" which again opens a third window. Scroll down till you see 'Apply for a new PAN Card' along with a drop down box 'Category for applicant'.
Choose "Individual" or accordingly for companies or Goverment agencies.

On selection, you will get the online application form 49A which is to be filled.

Step 2 - Filling the form


If you are applying Applying Online -
Fill in the form 49A online using capital letters, attach the required proof of identify and proof of address. A confirmation screen with all the data filled by the applicant will be displayed which can be re-edited if needed and you will need to confirm the same. After confirmation, an acknowledgement with a unique 15-digit acknowledgement number will be displayed which is needed to be saved and printed.

If you are printing the form - 
Fill the application in block letters in English with black ink.
Paste a recent colour photograph (size 3.5 cm X 2.5 cm).
And provide the signature within the box. If thumb impression, then you should get the thumb impression attested by Magistrate or a Notary Public or a Gazetted Officer, under official seal and stamp.


Step 3 - Copies of proof of Identity and Address


Attach Proof of Identity (POI) - Aadhaar Card issued by the Unique Identification Authority of India,Elector's photo identity card,Driving License,Passport,Ration card having photograph of the applicant,Arm's license,Pensioner card having photograph of the applicant, etc.

Proof of Address (POA) - Electricity Bill, Landline Telephone or Broadband connection bill, Water Bill, Consumer gas connection card or book or piped gas bill, Bank account statement or as per note 2, Depository account statement, Credit card statement, etc.

and Proof of Date of birth (PODB - if applicable) as per Rule 114 (4) of Income Tax Rules, 1962 which have the same name that is written on the application form.


Step 4 - Processing Fees


Payment can be made through Demand Draft, Cheque or Credit card / Debit card or Net Banking. Fee for processing PAN application:105 (93 + service tax) for PAN card to be dispatched in India. For dispatch outside India, fee is971 (including service tax).

Cheque (payable at par)/Demand Draft should be in favour of 'NSDL-PAN' payable at Mumbai and acknowledgment number should be mentioned on the reverse of the Cheque/ Demand Draft. 

If your paying online, the processing fee can be paid via net banking, credit card or debit card , after which a payment acknowledgement will be displayed. You will need to save and print acknowledgement as well.


Step 5 - Submission of Documents


The acknowledgment duly signed, affixed with photograph (in case of 'Individuals') along with Demand Draft, if any, and proof of identity, proof of address and proof of date of birth should be sent at the below address :

Note: The acknowledgement, Demand Draft or any thing else should reach NSDL within 15 days from the date of online application. You can track the status of your application online by using the "Status Track for PAN application".

PIO and OCI Card Merger

Prime Minister Narendra Modi has announced this Sunday, 2014 that the PIO holders will now get lifetime validity and exemption from police registration which means the PIO gets the same benefit as OCI while his visit in New York.

It must be noted that Prime Minister Manmohan Singh was the first to announce the merging of the Overseas Citizen of India (OCI) and the People of Indian Origin (PIO) cards to facilitate visa-free travel to India, rights of residency and participation in business and educational activities in the country according to the Hindu, 2011.

This re-announcement by PM Modi at New York's Madison Square Garden is a pleasant surprise of us because we know many Pondicheerians have been facing difficulties due to differences between PIO and OCI cards which gives different benefits. Even though the announcement has been made in the past and again now there are no specific dates given for the merger of PIO and OCI card.

Difference between PIO and OCI Card


PIO (Person of Indian Origin) allows visa free travels for about 15 years validity with few rights, with the PIO card to be produced alongside the foreign passport or with new passport number endorsed in your PIO card when entering or departing any port in India. But the length of stay in India for more than 180 days requires reporting to police authorities.

OCI (Overseas Citizenship of India or India's dual citizenship) on the other hand allows visa free multiple entry life-long and also to have unlimited travel and stay in India. But, it requires reapplying on new OCI every time a new passport is issued. It is very important that the person carry his existing foreign passport which should include the new visa called ‘U’ visa which is a multi-purpose, multiple-entry, lifelong visa and an OCI gets a specific right to become an Indian Citizen as per Section 5(i) and (ii) of the Citizenship Act, 1955. whereas the PIO card holder does not have this facility.

So, with PM Modi announcement of PIO and OCI Merger, PIO and Overseas Citizenship of India (OCI) schemes are said to be combined and so we will getting both the benefits of PIO and OCI cards (as for the date which is yet to announced will be updated as soon as we get the details ). He also said that the American tourists will get visa on arrival and Long-term tourist visas will be introduced for US citizens at New York's Madison Square Garden.

Long back we have seen on how to pay your electricity bill if you possess a SBI account in Pondicherry. But, now it becomes more feasible to pay your bills online if you are an HT consumers through the following ways,
  • State Bank of India Net banking
  • State Bank of India ATM cum Debit cards 
  • Any Bank Debit cards 
  • Other Bank Net banking 
How to know whether you are a HT consumer or not?
According to Electricity department there are two types of consumers namely HT (High Tension) consumer and LT (Low Tension) consumer. LT customers take their supply at the normal street voltage of 240 volts for single-phase connection or 415 volts for three-phase connection. On the other hand, HT customers take their supply at higher voltages, that is greater than 415 volts and generally used for driving various industrial motors. Domestic electricity is mostly LT based for individual residential connections. But HT is applicable for big offices, industries, universities, schools and even apartments (if purchased electricity in bulk).

If you are an HT consumer, head over to this link and click "Proceed For Payment" (click and go right below the website) for paying your consumption charges through Internet Banking. The rules on how to fill the form is given with clear instruction in the first few paras itself. 

If you are NOT an HT consumer but a LT consumer (domestic usage) , DON'T WORRY.
You still have an option to pay your electricity bills through SBI bank account and Indian Overseas Bank account.

Login to the corresponding merchant’s site and enter the necessary details asked. When asked to select the bank for making payment select "Indian Overseas Bank", the site will be redirected to internet banking login of IOB. Now, use your IOB  internet banking account to enter your login id and password. Finally, enter the funds transfer PIN number to complete the transaction.

Introducing the new E-Ticketing website for faster Railway Bookings

Pertaining to delay in getting tickets in the current website [www.irctic.co.in ] and information uphand, the Indian Government have introduced a new system in place [Link : www.nget.irctc.co.in ] which promises quick bookings of tickets. It is been said that using the new feature in the website, about 7 lakhs tickets can be issued just in a single day compared to the old system which did issue about 5 lakhs per day.

Those who have already registered with the old system are been directed to the new system through SMSes.

Once your Paypal account is created, it is still in the ‘Unverified’ stage and you will have limits on sending, receiving and withdrawing money. To lift these limits, you need to add your bank account details to your PayPal account and confirm that you're the owner of that bank account through a small verification process which involves Paypal depositing a small value in your bank account and you will be asked to verify the amount deposited. Once verified, your bank account links with Paypal account thereby allowing you more functions.

How to book a BSNL Landline compliant?

The best way to book a BSNL complaint in Puducherry was always offline going to the concerned department and booking a complaint yourself. The main reason is that you can get to talk with the concerned authority and also you come to know in how much time your complaint will be resolved. 

With new changes and improved features, BSNL has also come up with an Online option to book your complaint and one can see it clearly from their website. And I guess in near future (though late), this option will reap benefits for the common people avoiding the hot weather, traffic and standing in queues. Quite recently, I have successfully booked a complaint for my dead phone and also received my complained ID. Here are the steps that you need to follow for booking a BSNL complaint for your Landline phone including Boardband connection online successfully .

Step 1:
Go to http://portal.bsnl.in/bsnlcca/login.aspx where you can see the page displayed as below. Click on Landline/Boardband  under Complaint Booking.

Step :
After you have clicked, you must see a drop down menu with different city names. For booking complaints for Pondicherry city, click Tamil Nadu since Puducherry comes under Tamil Nadu circle.

Step 3:
You will be taken to the BSNL Customer Care Portal wherein you can either use your BSNL login id on the right panel (or) use the left panel with doing any registration. Click "Register a Complaint" on the left panel.

Step 4: 
Next, enter your STD code, land-line phone number, your complaint type ( Phone Dead, Low Speech, Noisy, BB Modem problem, etc), your verification code as seen on the right side and click Submit.

If you can see the green line as above telling you that your complaint has been registered along with your complaint ID, then your complaint booking is successful.
